Media Recorder: Enable content browser test on Android.

This CL enables MediaStream Recorder content browser test on
Android devices. No new tests were added.

Renamed component Blink>MediaStreamRecording to Blink>MediaStream>Recording. Moving issues to the new component. 

Moving this nonessential bug to the next milestone.
