EXT_disjoint_timer_query isn't exposed to WebGL on Android

Issue description

Android devices who's hardware supports EXT_disjoint_timer_query (like the Nexus 9) don't appear to be able to access the extension from WebGL. Glancing through the code it's not clear why, as it seems like it should be available on any device where the hardware supports the extension.

Status: WontFix (was: Untriaged)
This is due to driver bugs we have found, the N9 in particular was disabled after investigating issue 462553.

Ah. Thanks David.

It's unfortunate that there's no report of the disabled extensions in https://build.chromium.org/p/chromium.gpu.fyi/builders/Android%20Debug%20%28Nexus%209%29/builds/165/steps/webgl_conformance_tests/logs/stdio which would have made it easier to diagnose.
