3+ monitor, unable to designate "Primary"

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8172.4.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.15 Safari/537.36
Platform: Platform 8172.4.0 (Official Build) dev-channel lulu

Steps to reproduce the problem:
1. Attach DisplayLink3.0 dock
2. Attach 2 monitors to DL3 dock
3. Settings | Display Settings
4. Click monitor attached to dock
5. Click "make primary"

What is the expected behavior?
At step 5, the chosen monitor becomes "Primary"

What went wrong?
Internal device display remains "Primary"

Did this work before? N/A 

Chrome version: 51.0.2704.15  Channel: dev
OS Version: 8172.4.0
Flash Version: Shockwave Flash 21.0 r0

At step #2, if I only have one monitor attached - when I reach step 5, I am able to designate the monitor as primary. This seems to be a 3+ monitor bug...
