What steps will reproduce the problem?
(1) Sign into Chrome.
(2) Observe that autofill and password data is synced to the device
(3) In the settings UI, press on the user profile then press on "Sign out of Chrome".
(4) Press "Sign out" in the dialog that appears.
(5) Press on "Autofill forms" or "Save passwords".
(6) Observe that autofill data and passwords still appear. 

What is the expected output?

No sync data should be on the device after signing out.

What do you see instead?

Sync data.
