Notifications w/ multiple monitors

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8172.4.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.15 Safari/537.36
Platform: Platform 8172.4.0 (Official Build) dev-channel lulu

Steps to reproduce the problem:
1. Use a ChromeOS device with multiple monitors
2. Receive a notification
3. Notification appears on all screens

What is the expected behavior?
Notification appears only on screen designated as primary

What went wrong?
Same notification appears on all screens. (clutter)

Did this work before? N/A 

Chrome version: 51.0.2704.15  Channel: dev
OS Version: 8172.4.0
Flash Version: Shockwave Flash 21.0 r0

Not a huge issue, but a nice to have.
