Issue descriptionThe videos should only play if they are partially visible. We might want to keep this as part of the autoplay experiments for now.

it requires that the entire element is visible, or at least fills the space it has if it's too wide / tall to fit.

I think we want visibility to be defined as partially visible (ie. at least 1x1 area). My understanding is that the consensus was about doing that. renganathan@, do you confirm?
