win_clang trybot seems to be broken, bot_update step fails

The build failed for me:

Don't think win bot should even try to apply Android changes.

Refusing to apply would also lead to a failure.

Note the jobs seems to have been sent to tryserver.libyuv by mistake, instead of tryserver.win .

IMO it's fine as-is, but we'll continue to make changes more user-friendly (e.g. not having to figure out master names).
