Add color indication in the new material menu button

Issue descriptionChrome Version : 52.0.2714.0 (Official Build) canary (64-bit) What steps will reproduce the problem? (1) Enable "Material design in the browser's top chrome" (2) Wait for the next update of chrome (3) What is the expected result? A color indication that there's a new version of chrome in the new "3 dots" menu button. The non-material (3 bars) button gets green when a new version is ready. What happens instead? The "3 dots" button always stays black, you need to open the menu in order to know whether a new version is available

ashejole@chromium.org: Is there a way to force the browser into outdated state? Otherwise I have no way to test if this is still hapenning, until the previous version of 52.0.2714.0 the dots had no color, I mean I would have to wait for a new version of canary. For more context of my environment, I'm using Chrome Canary on OS X 10.11.3

On my current version 52.0.2714.0 canary (64-bit) on OS X 10.11.4 is still hapenning, see attached

Thank you whan.kharlos@, I am able to reproduce the issue on Mac where in Windows this is working fine. Given this is behind the flag feature I am not assigning any milestone and adding relavent labels.
