Displaylink 3 dock monitors do not resume from extended power-off

Reported by eric.kuf...@kohls.com, Apr 21 2016

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8172.4.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.15 Safari/537.36
Platform: 8172.4.0 (Official Build) dev-channel lulu

Steps to reproduce the problem:
Dell CB13+D3100

Steps to reproduce the problem:
(Chromebook 13 USB3.0 connected to D3100 dock and 2 external HDMI monitors)
1. Shutdown chromebook
2. Return to chromebook hours later...
3. Power up chromebook
4. Monitors attached to dock do not activate, they are asleep (during this time the USB ports & ethernet work on dock)
5. Unplug dock usb cable from chromebook
6. Plug dock usb cable into chromebook
7. Monitors activate

This is a poor user experience.

What is the expected behavior?
When I shut down at the end of the day, and return the following morning all of the peripherals attached to the displaylink3.0 dock resume approriately without requiring unplug + replug of dock USB cable to Chromebook.

What went wrong?
Displaylink3.0 HDMI monitors do not resume on Chromebook power up.

Did this work before? N/A

Tested with both Dell 13" chromebooks - with Lulu and with Asuka. Chrome version 64, Kernel version 10107. In both cases both displays restored from suspend properly.
