Regression: Clicking 'SHOW ALL' button with tab focus on it does not navigate to downloads page.

Chrome Version: 52.0.2714.0 (Official Build) 9aefaad4599f95998436597e00dc07bb3d2a130e-refs/heads/master@{#388647} 32/64 Bit.
OS: Windows (10, 7, 8, 8.1)
Pre-Condition: Enable 'Material design in the browser's top' chrome flag.

Steps:
1. Launch chrome, navigate to http://mirror.internode.on.net/pub/test/ and download any file. 
2. Click on the omnibox and press Tab key to transfer the focus to 'SHOW ALL' button in download shelf.
3. Try to click the 'SHOW ALL' button, observe.

Actual: On clicking 'SHOW ALL' button it does not navigate to downloads page.

Expected: On clicking 'SHOW ALL' button it should navigate to downloads page.

This is a regression issue broken in M-52, will soon update the other info.
