OS: Windows (7, 8, 10), Mac (10.10.5)(10.11.4),Linux (ubuntu 14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and sign-in to chrome with valid credential 
2. Navigate to chrome://settings/syncSetup and click on ‘Google Activity Controls’ link
3. Observe.

Actual: Page navigate to wrong url (i.e. https://myaccount.google.com/activitycontrols/search?pli=1)
Expected: Page should navigate to proper url (i.e. https://myaccount.google.com/privacy#activitycontrols )

This is non regression issue, as above link is newly added from build no -52.0.2709.0
