Issue descriptionVersion: 51.0.2704.22 (Official Build) 92f512ccc621485aa1516c710d65cc6a1990c205-refs/branch-heads/2704@{#157} (32/64-bit) OS: Windows(7,8,8.1,10) What steps will reproduce the problem? 1) Launch chrome, go to chrome://apps, right click on any app and select 'App info'. 2) Select 'Create shortcuts' option (Create shortcuts overlay opens) and then close the overlay. 3) Now right click on any other app in the background and observe. Background apps are clickable even if overlay is open. Background apps should not be clickable when overlay is open. This is a Non-Regression issue seen from M-43 series (Chrome version: 43.0.2316.0) Note: 1) App info option was not available before Build no: 43.0.2316.0 2) Issue is not seen on Mac OS X (10.10.5, 10.11.4) and Linux OS (14.04 LTS).
