Regression: Iron icon is not visible on Switch person overlay for second instance.

Chrome Version:52.0.2714.0 (Official Build) 9aefaad4599f95998436597e00dc07bb3d2a130e-refs/heads/master@{#388647}32/64 bit
OS: Windows (7, 8, 10), Mac (10.10.5)(10.11.4),Linux (ubuntu 14.04 LTS)

Pre-condition: Enable Material Design User Manager

What steps will reproduce the problem?
1. Launch chrome and click on avatar icon
2. Select ’Switch person’ such that overlay get open and hover on User Avatar (observe the iron icon)
3. Add 1 more person and open Switch person overlay and hover again on avatar,observe iron icon.

Actual: Iron icon is not visible on Switch person overlay for second instance.
Expected: Iron icon should be visible on Switch person overlay for second instance.

This is regression issue, broken in ‘M 52’ and will soon update the info:

Good build:52.0.2713.0
Bad build: 52.0.2714.0
