Regression:Header is stuck on reloading ‘chrome://history/' after Enable Material Design history

Chrome Version :51.0.2704.22 (Official Build) 92f512ccc621485aa1516c710d65cc6a1990c205-refs/branch-heads/2704@{#157} 32/64 bit
OS: Windows (7, 8, 10), Mac (10.10.5)(10.11.4),Linux (ubuntu 14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://history/
2. Reload the page  and observe the header.

Actual:  Header is stuck on reloading ‘chrome://history/'
Expected: Header should reload properly reloading ‘chrome://history/'

This is regression issue, broken in ‘M 51’ and below is narrow bisect;

This is very much working as intended, it's just too fast for the white flash to be visible =)
