[Regression]: Black screen doesn't fade away after clicking back navigation in chrome://md-settings

Issue description

Version: 51.0.2704.22 beta
OS: Ubuntu 14.04,windows

What steps will reproduce the problem?
(1) Launch chrome and go to chrome://md-settings >> Go to advanced section
(2) Click on Clear browsing data button >> Now click back navigation button near omnibox and observe

Expected: On clicking back navigation highlight should also fade away.
Actual: Instead that highlight of overlay doesn't go away on clicking back navigation.

This is a regression issue broken in M51.

Able to reproduce the issue on Mac 10.11.4 using chrome version 51.0.2704.22

This issue has been moved once and is lower than Pri-1. Removing the milestone.
