Nothing can be load

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/46.0.2486.0 Safari/537.36 Edge/13.10586

Steps to reproduce the problem:
I'm not sure, the only thing I did is reboot the computer and then open Chrome.

What is the expected behavior?
Able to load webpages.

What went wrong?
Nothing can be load, not even New Tab, not even settings or about, it just shows me blank page, and all the tabs keep spinning forever with gray circle until it shows me Page Unresponsive dialog, and clicking on the kill button does nothing, I had to click wait to close this dialog.
There's only 3 Chrome processes in Windows Task Manager (should be at least 10)
In Chrome Task Manager, memory for all pages is N/A

How much crashed? Whole browser

Is it a problem with a plugin? N/A 

Did this work before? Yes Before I reboot, but I'm sure I'm using the same Chrome version as before though.

Chrome version: 50.0.2661.75  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0

Please fix it ASAP, I have to use Edge to file this bug report and it sucks.

So I rebooted again and somehow everything just works now!
Might be a Windows 10 bug that only affect Chrome, who knows. I can't reproduce this bug anymore.
