[Regression]: Browser crashes on selecting avatar icon in chrome://md-settings of guest mode

Version: 51.0.2704.22 beta 
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1) Launch chrome and browse as Guest >> Go to chrome://md-settings
(2) Click on avatar icon >> Now select any profile icon and observe.

Expected: Browser should not crash on selecting profile icon (or) one should not be able to select any avatar icon in Guest mode.

Actual: Instead browser crashes (or) Able to select profile icon in guestmode.

This is a regression issue broken in M49.

Good Build: 49.0.2615.0 dev
Bad Build: 49.0.2616.0 dev

NOTE: Issue is also seen in 52.0.2713.0 dev.

Able to reproduce this on Mac OS 10.11.4, Windows-7 on the latest canary(52.0.2714.0) as well.

Users experienced this crash on the following builds:

Linux Beta 51.0.2704.22 -  7.63 CPM, 2 reports, 1 clients (signature [Assert] settings::ManageProfileHandler::HandleSetProfileIconAndName)

If this update was incorrect, please add "Fracas-Wrong" label to prevent future updates.
