Navigating to "chrome-search://" URLs via window.open()

Issue description

Chrome Version       : 52.0.2713.0 canary
URLs (if applicable) : Windows 7


My testcase will open google.com then will navigate to new tab because I used "chrome-search://local-ntp/local-ntp.html". The page should not be allowed to navigate to "chrome-search://" URLs.

Tested this issue on Windows 7 using chrome latest canary M52-52.0.2713.0 by following steps mentioned below.

1. Opened the attached html file
2. Clicked on click here button
3. Observed chrome new tab page opened 

Reporter@ - Is this is the issue you are talking about? If yes, once clicking the button "click here" what will be the expected behavior? 

Tested the same issue on earlier versions of chrome M35-35.0.1851.0 and observed a new tab page opens with full of generated scripts. Attaching screen-cast for reference, could you please confirm is this is the expected behavior?

Able to reproduce the issue on Windows 7, Ubuntu 14.04 and Mac OS 10.11.4 using chrome latest stable M50-50.0.2661.87 .

This doesn't work today; I'm pretty sure we've cleaned up the navigational checks here in the ~recent past. Closing this out, but please open a new bug if you're still able to bypass those checks.
