Steps To Reproduce:
(1) Enable multiple input methods at chrome://settings-frame/languages 
(2) Per directions in languages and input use Alt+Shift to change language


Expected Result: chrome://settings-frame/languages lists "Press Ctrl+Shift+Space to switch between input methods." OR no notification

Actual Result:
chrome://settings-frame/languages lists "Press Alt+Shift to switch between input methods." When Alt+Shift is pressed a notification pops up saying "The shortcuts to switch to the next input method has changed. Please use Ctrl+Shift+Space instead of Shift+Alt."

How frequently does this problem reproduce? Always

What is the impact to the user, and is there a workaround? If so, what is
it? User is confused on what buttons to use as the settings lists one thing and a notification says this has changed.
