White space nowrap css style not appling correctly

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.112 Safari/537.36

Steps to reproduce the problem:
1. set <html> size to 1024*686
2. set the white space nowrap span reach the end of the body
3. chrome 49 version will not reserve the white space no wrap style. but 44.0.2403.130 is still working fine

attached the html
 <span style="font-size:14pt">Taylor is aizona, adds United StateTaylor is a town in Navajo County, Arizona, United StatTaylor is a town in Navajo County <span style="white-space: nowrap" ><span>radiation</span><span><b>.</b></span></span><span></span>

What is the expected behavior?
if container not enough space to contain white space nowrap content, should be wrap to second line, should not split the span.

What went wrong?

 <span style="font-size:14pt">Taylor is aizona, adds United StateTaylor is a town in Navajo County, Arizona, United StatTaylor is a town in Navajo County <span style="white-space: nowrap" ><span>radiation</span><span><b>.</b></span></span><span></span>

Did this work before? Yes with chrome 44.0.2403.130 verison

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

+1. After upgraded from ver 44 to ver 49, the issue comes up.
