What steps will reproduce the problem?
(1) Open attached page.

What is the expected output?
Red box should be covered by the green box.

What do you see instead?
Red box is visible on top of the green box.

This only happens if the red box did not overlap the green box until after the initial page load (see the setTimeout on updating the scroll position). If the scroll position was already such that the boxes overlapped then it would promote the green box and correctly stack on top of the red box.
