Add "native" button for enable/disable VR mode into standard media controls for video

Issue description

Steps to reproduce the problem:
Play any video.

What is the expected behavior?
VR button to be displayed.

What went wrong?
VR button not displayed.

Did this work before? No 

Chrome version: 52.0.2713.0  Channel: canary
OS Version: 6.0.1
Flash Version: 

Please add "native" button for enable/disable VR mode into standard media controls for video (<video> HTML element) (at least on mobile in fullscreen mode) like Google Cast button.

What about associate this issue with componenet:UI>Browser>VR and Proj=VR or Proj=VR-Shell?
