Heart emoji doesn't render correctly

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.75 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. View attached test case in Chrome
2. Compare rendering to Safari or Firefox

What is the expected behavior?

What went wrong?
The heart emoji isn't rendered.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? No 

Does this work in other browsers? Yes 

Chrome version: 50.0.2661.75  Channel: stable
OS Version: OS X 10.11.4

Can you attach a screenshot? Is this only when loading it locally or also when loading it from a webserver?

What I see on Windows is that we detect it as windows-1252 encoded, instead of UTF-8. You should really explicitly declare your encoding:

Status: WontFix (was: Unconfirmed)
Yeah, needs <meta charset=utf-8> or a variation unless it's served the encoding in the header.
