[Regression]: Pdf page is not properly visible when high contrast extension is enabled

Version: 50.0.2661.86 stable
OS: Ubuntu 14.04,windows

Test URLS:
Extension: https://chrome.google.com/webstore/detail/high-contrast/djcfdncoelnlbldjfhinnjlhdjlikmph/related
PDF: http://cb.vu/unixtoolbox.pdf

What steps will reproduce the problem?
(1) Launch chrome and add above High contrast extension >> Open any pdf page or go to above url.
(2) Observe top tool bar,scrollbar,menu tray[zoom options] and content of bookmarks in pdf

NOTE: Observe zoom tray when zoom level at 150%.

Expected: Toolbar,scrollbar and menu tray should be visible even on adding high contrast extension.

Actual: Instead menu tray is not visible on adding above extension and content in bookmarks is not properly visible

This is a regression issue broken in M47.

Unable to reproduce the issue on windows 7 using chrome version 53.0.2785.143.
Please find the attached screen shot for the same.
