Regression:[md]Search field of chrome://history is not seen properly after resizing the browser window

Chrome Version:	52.0.2713.0 (Official Build)939788c10e98a18cb74d5311f8792105930d9bd9-refs/heads/master@{#388380}-32/64 bit
OS: All(Win 7-Aero enabled)

Pre-condition:Enable Material Design history from chrome://flags

Steps:
1. Launch Chrome and navigate to chrome://history
2. Resize the browser window, click on Search icon and observe.

Actual: Search field is not seen properly after resizing the browser window.
 
Expected: Search field should be seen properly after resizing the browser window.

This is a regression issue broken in M-52, will soon update the bisect info.

MD History: Fix layout of expanded search box in small windows

Merges the center and right parts of the toolbar so that the
right-aligned search bar has space when the window shrinks.
