Testnav Kiosk App fails in full release testing

Issue description

CHROMEOS_RELEASE_DESCRIPTION=8172.1.0 dev-channel ninja test

Device unable to run Testnav Kiosk App (app id: mdmkkicfmmkgmpkmkdikhlbggogpicma). After signing in as googleuser (username and password)

That is the dialog from the app, probably the testing user's state is not correct. It can only be resolved by contacting TestNav developers.

Raj, please contact TestNav to see why the test user account (googleuser / googleuser) is no longer being served by their backend. TE cannot run Compatibility Test on M51 when the service is down.
The bug also happens in Full-release Veyron-Mickey 8172.1.0 dev-channel test
