mousemove events outside viewport do not reach extensions

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.75 Safari/537.36

Steps to reproduce the problem:
1. document.addEventListener('mousemove', ...onMouseMove)
2. Start a mouse down, drag mouse out of window

What is the expected behavior?
onMouseMove() function continues to receive mouse move events

What went wrong?
mousemove events are not being sent to the extension once the mouse leaves the viewport

WebStore page: Not yet released, port of Snap Links Plus from Firefox to Chrome

Did this work before? N/A 

Chrome version: 50.0.2661.75  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0

I can create a test extension if you like, just LMK.

Can you be a bit more specific?  Is this in a normal web page, with the listener added via a content script?  Or in an extension page?  Or...?

(If you can, including a simple repro case would be great.)
