visualViewport values don't take browser zoom into account

Issue description

Chrome Version       : 51.0.2704.7
OS Version: All

What steps will reproduce the problem?
1. Open any page
2. In devtools console, get the value of document.visualViewport.clientWidth
3. Zoom in or out using browser zoom (ctrl+/-)
4. Repeat step 2

What is the expected result?
The value should change to account for the zoom level. i.e. If we're at 200% browser zoom, the client width should be half of what it was before we zoomed. This is in line with what window.innerWidth reports.

What happens instead of that?
The value is unchanged after zooming.
