proto3 support in cros-sdk

Issue description

The current version of protocol buffers compiler in cros-sdk is 2.6.1 (this is dev-libs/protobuf package).

We wish to use googleapis library (https://github.com/googleapis/googleapis) and certain other protos which requires proto v3 support.

It would be useful to have support for proto3 compiler (as a separate option or as a replacement). 

I did a brief attempt at doing this and it seems some precompiled protos in certain packages may cause problems.

(+cc folks who touched this package recently).

Infra component is only for Chrome infra, not ChromeOS.

It seems proto3 is finally out - https://github.com/google/protobuf/releases.
Is supporting it in chromiumos interesting to anyone else? :)
