Unable to scroll two elements at the same time with multitouch

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.3; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.112 Safari/537.36 Steps to reproduce the problem: 1. Open a website with multiple scrollable elements (for example, http://codepen.io/roikles/pen/QNxKPB) on a touchscreen that supports multi-touch. 2. Try to scroll two elements at the same time with two fingers (For example, the HTML and CSS windows in above website) 3. Only the element that receives touch first will scroll. If you let go of the first touch, it keeps scrolling according to the second touch on second element. Second element won't scroll. What is the expected behavior? Multiple elements should be able to scroll at the same time, if they receive separate touches. What went wrong? We're running into this issue while trying to write a custom app for a 55" touchscreen. It involves a scenario where two users can stand in front of it and be able to scroll two elements at the same time independently. Did this work before?
