UI stops updating when Chrome window is snapped to the right/left and then resized manually in Windows 10

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.75 Safari/537.36

Steps to reproduce the problem:
1. Open Chrome
2. Go to a page playing video. Example: https://www.youtube.com/watch?v=7Mr6kvLusJw
3. Drag the Chrome window to the left/right edge of the screen and let it resize itself to half of the screen
4. Now go to the bottom or top of the Chrome window's edge and resize the window to be smaller and then drag the window back to its original size to occupy half the screen again.

The Chrome window's contents stop refreshing. Rendering stops.

What is the expected behavior?
Keep rendering the page without any issues.

What went wrong?
Chrome window froze. See attached video.

OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0

I think this is probably an edge case of the issue described in 516234. I can't comment on that issue, that's why I opened this new one.

jbauman: This does sound quite similar to the issue you fixed in r347070 and repros easily with current canary. Could you take this on?
This seems to be fixed in 55.0.2883.87 m (64-bit). At least I'm not able to reproduce it.
