PlzNavigate: Twitter crashes

Run with --enable-browser-side-navigation, load twitter.com, wait, tab crashes.

[17869:1295:0419/163614:ERROR:bad_message.cc(18)] Terminating renderer for bad IPC message, reason 121

which is RFH_FAIL_PROVISIONAL_LOAD_NO_ERROR.

100% reproducible.

Thanks for reporting this. It seems the ChromeNetworkDelegate decides to cancel our navigation to the blob url because of a referer error, which leads to the unexpected DidFailProvisionalLoad from the renderer. I'll investigate the referrer error some more.

I'm closing this as we fixed the referrer issues in a separate bug.
