What steps will reproduce the problem?
(1) Sign-in to ChromeOS and open tabs in several windows.
(2) Close a couple of the windows.
(3) Cause Chrome to crash somehow.
(4) When Chrome recovers, choose to Restore.
(5) Check the contents of the history list in the hotdog menu.

What is the expected output?

Expect that the windows you closed shortly before the crash are still in the hotdog menu history list.

What do you see instead?

Instead the history list seems to just repeat one of the names of one of the tabs that was open in one of the windows (I think - see screenshot).
