What steps will reproduce the problem?
(1) Hide an extension icon in the Chrome Menu
(2) Click on the Chrome Menu Icon, so that the Menu appears
(3) Right click on the extension Icon in Chrome Menu

What is the expected output? What do you see instead?
The right-click-menu of the extension appears below the extension icon in the toolbar. You will notice that the menu is too narrow to the icon.

The menu could be 1 px to the left and 2 px lower.

You fixed all other position issues with https://codereview.chromium.org/1886903002/. I think this one we missed :-(
