CPanel fails to take screen captures of devices running Kiosk Apps

Device info:CHROMEOS_RELEASE_DESCRIPTION=7978.58.0 dev-channel tricky test

OU info: croste.tv/longevity/

Bug description: Whenever a screen capture is attemptedthis failure message is returned:
"Screen capture failed with error code 1: Screen capture functionality is not eligible due to user interaction, click here for more info." 

Kiosk App is forced-installed and auto launched from the CPanel.

This is an inconsistent problem that is still happening.
