What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/advanced
(2)Go to Languages and click on manage languages and select any one language (for eg. Hindi)
(3)Click on Back arrow and click on setting icon of the language, slide to enable that language and relaunch.
(4)Observe.

Actual: Unnecessary "Google chrome is displayed in this language" text is seen multiple times.(Please refer screencast)

Expected: "Google chrome is displayed in this language" text should be seen once.

This is a regression issue,broken in M-51 and below is the narrow bisect:
