Regression:Horizontal scroll bar is not seen properly for 'page zoom' drop down in chrome://md-settings

Issue description

Chrome Version: 51.0.2704.19 (Official Build)0add88a3aa2b8ecc95df9dd721dd5b05571e7a5b-refs/branch-heads/2704@{#121}(32/64-bit)
OS:Windows (Aero enabled)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/ 
(2)Click on the 'page zoom' drop down and observe.

Actual:Horizontal scroll bar is not seen properly after clicking on 'page zoom' drop down.

Expected:Horizontal scroll bar should be seen properly after clicking on 'page zoom' drop down.

This is a Regression issue broken in M-51,below is the Narrow bisect information:

Suspecting:r380765?

Good build:51.0.2674.0

Kindly help to re-assign if your change is not the cause for this issue.

Note:This issue is not seen on Mac and Linux.

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned.

So this bug doesn't languish, I'm unassigning myself.
