Regression: Multiple drop down list stays open at the same time.

Issue description

Chrome version:52.0.2712.0 (Official Build) 85719a9f9873cdb13c53915d184257e3950c8b9c-refs/heads/master@{#388092}-32/64 bit
OS: Windows 10(Touch )

Steps:
1. Launch Chrome, navigate to chrome://md-settings.
2. Tap on 'Font size'and then click on 'Page zoom' or 'Search engine' drop down list.
3. Observe.

Actual: Multiple drop down list stays open at the same time after step 2.
Expected: Multiple drop down list should not stay open at same time.

This is a regression issue broken in M-52, below is bisect info.

Good build: 52.0.2709.0 
Bad build: 52.0.2710.0 

Narrow bisect:

I tried reproducing this on Linux and Mac (non-touch) without success.

@jshanbal: From your description the regression seems to only occur when using a touch screen, and most likely the bug lies in Polymer itself, since the bisect CL is a Polymer roll.

I am able to reproduce the issue on the Polymer demo page mentioned in previous comment, by opening the Dev Tools, entering Device mode (which simulates touches). Will file a bug on the Polymer side, and update this thread.

Removing RB-Stable for now, since I decided to un-deduplicate  crbug.com/611382  for now. The repro steps are a bit different.

are we sure this is still happening?
Status: Fixed (was: ExternalDependency)
Not sure if this was still happening right before the <select> migration ( crbug.com/651513 ), but it definitely does not happen anymore.
