Steps to reproduce the problem:
1. Install any test extension with "run_at": "document_end" in "content_scripts" section of "manifest.json" file
2. Visit "https://client-bank.privatbank.ua/p24/login?"
3. Check if content script loaded to page (usually it's true)
4. Press F5 key

What is the expected behavior?
Content script of extension successfully loaded to visited page after each page refresh by F5 key

What went wrong?
Content script of extension loaded only for the fist time. After pressing F5 it doesn't loaded. After another pressing F5 it's loaded again. And so on...
