Regression: 'Create new account' option is missing in 'More options' menu list.

Issue description

Chrome version:51.0.2704.19 (Official Build) 0add88a3aa2b8ecc95df9dd721dd5b05571e7a5b-refs/branch-heads/2704@{#121}-32/64 bit
OS: All (Win 7-Aero enabled)

Precondition: Enable 'new gaia password-separated sign in flow' flag from 'chrome://flags'.

1. Launch Chrome, navigate to chrome://settings and then click on 'Sign in to chrome' button
2. Click on 'More options', select 'Create new account' and enter First and Last name, Click on 'Next' button.
3. Fill in the 'Basic information' such that 'Can't create the account' overlay is seen on clicking 'Next' button.
4. Now again click on 'Next' button (link will navigate on other tab), switch back to previous tab and again click on 'More options' of Sign overlay.
5. Observe.

Actual: Only one option i.e 'Find my account' is seen in 'More options' menu list after clicking on it after step 4.

Expected: Both the options i.e 'Find my account' and 'Create new account' should be seen after step 4.

This is a regression issue broken in M-49, below is bisect info.

Good build: 49.0.2579.0
Bad build: 49.0.2580.0

Eli, this seems to be some sort of business decision from GAIA where they try to prevent someone from just going back and changing their age. I suspect it's WAI 
from their end.

Do you have more context around this or should we get in touch with their team to understand this better?
