[Regression]: Black background for "On screen Keyboard" icon is seen missing in uber tray |

Issue descriptionVersion: 51.0.2704.15/8172.4.0 (Official Build) dev-channel daisy,peppy OS: Chrome os What steps will reproduce the problem? (1) Enable "On screen Keyboard" from accessibility section and observe it's icon in system tray (2) Using tab focus Onscreen keyboard icon on status tray and observe blue highlight on it Expected: In step-1: Background black highlight should be seen. In step-2: Blue focus ring should be fully seen on on screen keyboard icon Actual: Instead No black background is seen and unwanted space is seen when focused using tab. This is a regression issue broken in M51 as it is working fine in 50.0.2661.81/7978.59.0 beta gnawty.
