outline-style: auto does not match other browsers

Issue description

What steps will reproduce the problem?
(1) Open: https://jsfiddle.net/k3cvdcw6/
(2) Focus bottom right pane.
(3) Press tab.

What is the expected output?
Outline should be a rectangle like Firefox and IE.

What do you see instead?
Chrome's outline path maps out the union of two rectangles.

Dealing with this difference in behaviour between Chrome and other browsers is making front end development difficult.

I was just looking at this code recently. The fix is simple, I think, but changing it might have a pretty big impact on test results.
