Vk can not pop up when click any input box except Ominibox

Firmware Google_Clapper.5216.199.7
Input tools version: 6.6.6.9
 
REPRO STEPS:
1.Go to any input box in webpage, 
3.Click anywhere in input box 

ACTUAL RESULTS:
Vk can not pop up

Note:
1.Put input focus in Ominibox , VK pop up successfully
2.This issue have no related to opt-in menu feature
3.Also repro both inputview & A11y layout

please have a look.
Before inputview popup, extension can't get the control.
