What steps will reproduce the problem?
(1) Navigate to chrome://settings
(2) Add a Supervised user
(3) On Chrome, Click on 'user' on taskbar, and then click on 'Switch person'
(4) Click on small arrow that appears on supervised user and click remove this person

What is the expected output?
Supervised user should not be able to delete Admin / Supervisor account

What do you see instead?
Supervised user can delete Supervisor account. Chrome replaces the profile with Dummy profile 'Person 1' and so on
