Pre-CQ spamming when failed to apply a change |

Issue descriptionAn (internal) code change was spammed by pre-cq every minute while the patch required a rebase to apply. https://chrome-internal-review.googlesource.com/#/c/254476/ Pre-CQ should probably give up retrying the change in this case?
