Device mode for responsive option disables mouse inputs

Reported by epastuer@gmail.com, Apr 18 2016

Issue description

Chrome Version : Latest
URLs (if applicable) :
Other browsers tested:
Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:
    Firefox:
         IE:

What steps will reproduce the problem?
(1) Go to dev tools
(2) Enable "Toggle device mode"
(3) Set device type to responsive

What is the expected result?
An option should appear to allow me to toggle between touch and click events

What happens instead?
I am forced to live with click events instead of switching between the two input types.

This is incorrect, especially given the number of hybrids out there. I can easily have both touch and mouse events on the same page. This is also meaningful because my screen resolution is far higher than your standard monitor and this change has made it cumbersome to check responsiveness within smaller viewports.

This is especially annoying because you decided to drop the changing viewport dimensions which forces a developer to use the responsive device mode to get the current screen size -> which makes simulating click events in a smaller viewport close to impossible..

Please provide any additional information below. Attach a screenshot if
possible.

Not sure if our touch control in Drawer satisfies this use case?

I am in Windows 10 with Chrome Version 50.0.2661.94 m - I have no mouse pointer whatsoever in Device mode (for responsive or any device in the dropdown). I restarted Chrome and reset settings to default from the device emulation menu. Emulate touch screen is completely missing now. It still shows it in the documentation. https://developer.chrome.com/devtools/docs/device-mode

Desktop device type covers this usecase. It's available via "Show device type" item in the three-dots menu at the right.
