On a network with no internet access, Google Drive/Docs/Sheets does not work even in offline mode

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.112 Safari/537.36 Platform: 7834.70.0/7834.71.0 Example URL: docs.google.com Steps to reproduce the problem: 1. Enable offline mode in Google Drive, as described here : https://support.google.com/chromebook/answer/2809731?hl=en 2. Connect to a wifi/ethernet network which is not connected to the internet. 3. Attempt to view/edit documents, by double-clicking on a locally saved offline file in the File Manager App. What is the expected behavior? Since offline mode is enabled, docs.google.com should allow users to edit documents offline. What went wrong? Though Offline Mode is enabled, the browser attempts to load docs.google.com off the Internet, and complains that there is no Internet connection. Did this work before? No Chrome version: 49.0.2623.112 Channel: stable OS Version: Flash Version: In the situation described here, the customer has a few restricted wifi networks(on a few floors in his facility) that provide access to the intranet but are not connected to the internet. Since there is no internet, Google Drive/Docs should work in offline mode. But in reality, Offline Mode seems to work fine only when the wifi is explicitly disconnected or disabled. (But here, the customer wishes to access intranet websites when connected to such networks, so the wifi cannot be disabled.) This issue is holding up a 200+ chrome device purchase.
