sysmon: send service metrics to a proper Task target

Currently, because sysmon sends device metrics, it also sends ts_mon metrics (http/*) to the same Device target. All other services send these metrics to the Task target. This discrepancy causes confusion.

We need the ability to send ts_mon and other service metrics to the Task target, even if the default target for the process is Device.
