System tray icon menu is not accessible using the keyboard.

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64; rv:46.0) Gecko/20100101 Firefox/46.0 Steps to reproduce the problem: Using the NVDA screen reader: 1. Press Windows+B to focus the system tray. 2. Use arrow keys to select the Chrome icon. 3. Press the application key to open the icon's menu. What is the expected behavior? The menu should be accessible using only the keyboard. What went wrong? It is not possible to move through the menu using the arow keys and Enter. Did this work before? Yes Chrome version: <Copy from: 'about:version'>52.0.2711.1 (Official Build) canary SyzyASan(32-bit) Channel: canary OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version:
