Regression:Weird flickering of cookies folder is seen after clicking on arrow icon.

Issue description

Chrome Version: 52.0.2711.0 (Official Build)Revision 2f8c7fcf0ca7d22c7ef943ea5e3256914bef70f1-refs/heads/master@{#387833} (64-bit)
OS:Mac

What steps will reproduce the problem?
1.Launch chrome and navigate to any webpage for e.g. https://chrome.google.com/webstore
2.Click on lock icon (view site information),click on 'cookies' link button 
3.Click on arrow icon of any cookie, click on cookies folder twice and observe.

Actual: Weird flickering of cookies folder is seen after clicking on arrow icon.

Expected: Flickering of cookies folder should not be seen after clicking on arrow icon.

This is a regression issue broken in 'M46' and will soon update other info.

I'm pretty sure this UI isn't drawn with Blink, but with Cocoa.

Not seeing any apparently related changes in chrome/browser/ui, I'd be inclined to guess the 10.10 SDK is the cause here.

Note:Above issue is not reproducible on latest canary version i.e 55.0.2878.0 (Official Build)
